The RO (Requirements & Outcomes) Framework is my structured approach to bridging this divide. It forces us to move beyond high-level values statements and identify the specific system states we want to encourage or prevent. We treat ethics as a design constraint—just like latency or battery life—that can be specified, measured, and tested.
